The Planning Division is responsible for processing specific plan applications. Specific Plans identify design and/or development standards that directly relate to the objectives of a particular geographic area. Currently, the City has these Specific Plans:

Specific Plan Amendments
A Specific Plan Amendment includes changes to the plan boundaries, text, and/or diagram. it may be required to submit a General Plan Amendment along with your Specific Plan Amendment depending on your project needs. Specific Plan Amendments require public hearings before the Planning Commission and City Council. Review by other City Committees may also be required.
Public Outreach/Workshops
The City of Moreno Valley is proposing a Specific Plan Amendment to update the Village Specific Plan (SP 204). Two Community Open Houses are scheduled for April 22 and April 23, 2026. For further information, please click on the link to the event's flyer.
